The Employment of Temporary Workers Admission Act (WTTA) introduces an admission system into the WAADI
The objective is to mandate certification for staffing agencies and temp agencies before they are permitted to make staff available to third parties.

This requirement applies to any party intending to provide staff to third parties who will function under the direction and supervision of a third party.

If the new law becomes effective on January 1, 2025, the admission prerequisite will take effect on January 1, 2026. To meet this deadline, the Minister of Social Affairs and Employment must accelerate the process. The House of Representatives (2e Kamer) needs to endorse the law before summer, followed by approval of the Senate in October.

This new legislation soon results in a situation, entrepreneurs will only be permitted to provide workers if they obtain approval from the Minister of Social Affairs and Employment (SZW) and are officially admitted to the system.
